Comelec disqualifies Capil

The Commission on Elections (Comelec) Second Division has moved to disqualify Porac Mayor-elect Jaime “Jing” Capil.

In a resolution issued on May 28, the COMELEC ordered that all votes cast in his favor be considered “stray.”

The Comelec Second Division also ordered the Municipal Board of Canvassers of Porac to reconvene, correct the certificate of canvass, and proclaim the “candidate with the highest number of valid votes” – Capil’s rival in the polls, former Provincial Board Member Mike Tapang.

The Commission found that Capil was perpetually disqualified from holding public office pursuant to a 2025 decision by the Office of the Ombudsman, which dismissed him from service and imposed the accessory penalty of perpetual disqualification due to an administrative case.

Tapang earlier petitioned the Comelec to disqualify the former on the basis of a permanent disqualification order by the Office of the Ombudsman last February.

The Ombudsman found Capil guilty of gross neglect of duty in connection with the illegal operations of Lucky South 99, which was accused of money scams, torture, prostitution and human trafficking.

The second division also ordered the Comelec’s law department to conduct a preliminary investigation.

For his part, Capil said he would exhaust all legal means to assert the decision.

Meanwhile, Tapang’s camp said the ruling not only upholds the sanctity of the electoral process but also paves the way for him to officially assume leadership of the municipality in accordance “with the will of the voters.”
