No more antigen test for Pampanga entry; show vax cards instead

CITY OF SAN FERNANDO – Non-residents of Pampanga may now be allowed to enter and stay in the province, provided they are fully vaccinated, show no COVID-19 symptoms, and able to present a COVID-19 vaccination card duly issued by a legitimate vaccinating establishment/ authority whether local or foreign.

This was stated in Executive Order N. 17-D-21, Calibrating Executive Order No. 17-2021 titled Reiterating Strict Compliance with Health and Safety Protocols due to the Delta Variants of COVID-19 and other Related Purposes, issued and signed by Gov. Dennis “Delta” Pineda on Oct. 15.

“Due to the commendable cooperation and contribution of Kapampagans and all concerned, the further and uncontrollable surge of COVID-19 cases in the province was prevented,” according to the EO.

However, the Governor said there is still a need for continued prudence and vigilance in order to preserve the gains achieved in the implementation and observance of EO No. 17, as amended. and at the same time calibrate certain provisions according to the present situation and relevant national government issuances.

However, the requirements stated in Section 2 (Entry and Stay of Non-Residents), shall not apply to persons involved in the movement of all types of cargoes, provided that only a maximum of 5 personnel may operate cargo and delivery vehicles, with or without load, and that strict social or physical distancing measures must be observed; as well as APORs from national government and their attached agencies but they must provide their IDs, travel order, and travel itinerary, and must pass symptom screening at points of entry.

Meanwhile, mass gatherings continue to be prohibited, but social gatherings such as weddings, anniversaries, baptismal, birthday celebrations and similar gatherings shall be allowed, provided that social and family gatherings in resorts, function halls, covered courts and the like shall be limited to 50 percent of seating capacity.

Residential gatherings which are not confined to members of the same household must have a written permit from the Punong Barangay having jurisdictions specifying among others the date, duration, and number of allowed persons/ participants for such activity, while gatherings in permitted work establishments shall be subject to the guidelines as are now or may hereafter be issued by the NIATF, DOLE and other relevant agencies.

Religious gatherings shall be allowed up to 50 percent of the venue capacity and in all instances, health and safety protocols shall be strictly complied with, while gatherings held by the government, whether national and/or local, for purposes of discharging its official functions and delivering basic services shall also be allowed, provided that all safety and health protocols shall be strictly complied with during the event.

Dine-in restaurants, cafes and other food establishments shall be allowed up to 70 percent seating or venue capacity, subject to strict compliance with all safety and health protocols.
