Pampanga mayor, family tagged in Lacson exposé

“Kayo na po ang mag-connect the dots.”

This, Senate President Pro Tempore Panfilo “Ping” Lacson said, when he revealed in his privilege speech the alleged “family business” between Candaba Mayor Rene Maglanque and former Department of Public Works and Highways secretary Manuel Bonoan.

According to Lacson, Maglanque – through the company Globalcrete Builders – was able to allegedly secure P2.195-billion worth of flood control projects from 2018 to 2024 in Bulacan alone.

Maglanque, whom Lacson described as a contractor of multi-billion flood control projects, is the former president of the said construction company, Lacson said.

“Si Mayor Rene Maglanque ang presidente noong 2024 na kung saan may mga kontrata na siya mismo ang pumipirma na dapat sana ay nagdivest siya,” Lacson said in his speech.

He added that Maglanque is also the alleged owner of the MBB Global Properties Corporation which owns the Wyndham Garden Hotel located at the Clark Freeport, now undergoing construction at the cost of almost P1 billion.

Based on the firm’s 2024 general information sheet, Lacson said the following are the alleged executives of MBB Global Properties Corporation:

  • Macy Monique Maglanque, President
  • Sunshine M. Bernardo, Corporate Secretary
  • Fatima Gay B. (Bonoan) Dela Cruz, Treasurer

The said executives, according to the senator, are children of Mayor Rene Maglanque, DPWH Undersecretary Roberto Bernardo, and Manuel Bonoan, respectively. 

MBB, he said, allegedly stands for Maglanque, Bernardo, and Bonoan. 

“Kaya naman pala ang palaging depensa ni dating DPWH secretary Bonoan, isolated case lang daw ang nakita ni Pangulong Bongbong Marcos na ghost project sa Bulacan. Ayaw na siguro ni Bonoan na maungkat pa sa imbestigasyon ang Globalcrete,” Lacson added.

As of this time, Maglanque has yet to answer the statements of the Senator.
