
ANGELES CITY – The Angeles City Police Office (ACPO) convened its leadership and personnel in the ongoing Transformation Program, as the agency advances to the Institutionalization Stage of the Performance Governance System (PGS). The gathering underscored ACPO’s commitment to its vision of becoming a “Highly Capable, Effective, and Credible Police Force by the year 2030.”
The activity, held at the ACPO Conference Hall in Camp Lt. Tomas J. Pepito, Sto. Domingo, brought together senior officers, station commanders, unit heads, and frontline personnel to review progress, align current initiatives with the Institutionalization Stage requirements, and map the next steps toward sustainable governance and service delivery improvements.
In a related moment, the Renewal of Oath Ceremony for the valued members of the City Advisory Group for Police Transformation and Development (AGPTD) was conducted. The oath renewals reaffirmed the AGPTD members’ goal to guiding and supporting ACPO’s transformation journey as collaborative partners in policing reform and community trust-building.
The new set of officers for the Advisory Group are Willy Ng, chairperson; Rey Malig, vice chairperson; Jay Pelayo IV, secretary; Pastor Mangonon and Mr. Lising (HARP), treasurer; and Pastor Josh Zapanta, auditor.
Following the oath ceremony, an organizational meeting was held to fine-tune leadership roles, discuss resource allocation, and streamline coordination across departments. ACPO officials led by city director PLtCol Joselito Villarosa, Jr. emphasized that the Transformation Program remains a priority and pledged continued transparency, accountability, and community-focused policing as the program progresses toward full institutionalization.
