
The Anti-Red Tape Authority (ARTA) has further strengthened its commitment to good governance and regulatory reform through a partnership with Pampanga State University (PSU) (formerly Don Honorio Ventura State University) to offer a degree in Master in Public Administration (MPA) major in Regulatory Management Systems (RMS). This is pursuant to the Memorandum of Understanding dated 6 November 2023.
This pioneering program is the first of its kind in the country, and in Southeast Asia, positioning PSU as the first educational institution to integrate RMS into its MPA curriculum. The initiative is expected to serve as a benchmark for other Philippine universities, paving the way for academic institutions to play a greater role in building a more efficient, transparent, and accountable bureaucracy.
According to PSU President Dr. Enrique G. Baking, this is a blended learning program, a mix of online and face to face classes, to encourage working students to complete it in about one and a half (1 1/2) years. The program aims to develop future leaders who will drive regulatory reform, streamline government processes, and strengthen public service delivery. Through specialized knowledge and practical expertise in Regulatory Management Systems, it directly supports the vision of Bagong Pilipinas—a government that delivers services that are faster, smarter, and more responsive to the needs of the Filipino people.
Enrollment for the first trimester of the Graduate School will run from 16 October to 14 November 2025, with classes officially beginning on 15 November 2025.
Both ARTA and PSU envision this collaboration as a strategic investment in human capital development, ensuring that public servants and future administrators are ready to champion meaningful reforms for a more responsive and efficient government in future.
