The Bases Conversion and Development Authority (BCDA) achieved its highest performance score over the past seven years from the Governance Commission for GOCCs (GCG), obtaining an overall rating of 96.80% in 2022.
“This remarkable accomplishment of BCDA last year is reflective of our drive for excellence in delivering our commitment to build great cities, strengthening our armed forces, and contributing to our national economic development. We take this as a source of inspiration to continue in upholding the values of competence, integrity, transparency, and good governance in every decision and action we make in our agency,” said BCDA President and Chief Executive Officer (BCDA PCEO) Engr. Joshua M. Bingcang.
In its letter to the BCDA PCEO dated August 24, GCG cited BCDA’s actual generated proceeds from its joint venture agreements, lease contracts, and concession agreements, amounting to Php 7.91 billion, to have exceeded BCDA’s 2022 target of Php 5.07 billion.
Last year, the state corporation posted a significant milestone in its remittances to the national government totaling Php 7.53 billion.
GCG also highlighted the high organizational competency rate of BCDA, indicating that its employees are meeting their expected competencies.
Further, BCDA was credited by the GCG for the completion of three signed contracts for the Philippine Marine Corps Phase 1 Project, as well as the signing of contracts for the development of the National Academy for Sports, and lease agreement for the construction of the Virology Institute of the Philippines with the Department of Science and Technology.
A testament of its commitment to client-centric service, the performance evaluation also underscored the 100% stakeholder satisfaction rate attained by BCDA for 2022. Its ISO 9001-2015 Certification was also maintained by BCDA, which contributed to its weighted score.
The BCDA chief recognized the hard work and resilience of its management and personnel in facing organizational headwinds and challenges brought by the post-pandemic recovery.
“BCDA finished 2022 headstrong all thanks to our dedicated employees who are working tirelessly in serving the public. They are BCDA’s backbone that made all these accomplishments possible,” Bingcang said.
Ensuring transparent and responsive operations of Government-Owned and -Controlled Corporations (GOCCs), regulatory body GCG has institutionalized the conduct of Performance Evaluation System, a process of appraising the accomplishments of GOCCs in a given fiscal year based on set performance criteria, targets, and weights, through the use of Performance Scorecards.
Achieving a weighted average score of at least 90% in its Performance Scorecard is one of GCG’s requirements for a GOCC to become eligible for a Performance-based bonus.
