
PAMPANGA — Third District Board Member Estelito “Shiwen” Lim on Monday voluntarily surrendered to Vice Governor Dennis Pineda shortly after the Regional Trial Court (RTC) Branch 44 in the City of San Fernando issued a warrant of arrest against him for 10 counts of estafa dated February 18, 2026.
Lim, who was elected as 3rd District Board Member last May 2025, is facing 10 counts of estafa under Article 315 paragraph 2(a) of the Revised Penal Code in relation to Presidential Decree No. 1689 and Republic Act No. 10175. The charges are docketed under Criminal Case Nos. 37817 to 37825, all pending before the Regional Trial Court Branch 44.
After surrendering, Lim was turned over by the Vice Governor to Pampanga Provincial Police Chief PCol. Eugene Marcelo, who later endorsed him to CSF Police Chief PCol. Joy Gollayan for proper custody and processing.
According to the warrant, the offense involving large-scale estafa under PD 1689 is not bailable, while bail for another estafa charge was set at ₱40,000.
The arrest warrant was issued after the court found probable cause to hold Lim for trial in connection with the charges filed against him.
Authorities have yet to disclose further details regarding the complaints.
