CLARK FREEPORT – Locators and residents may no longer need to worry about garbage collection and disposal inside the Freeport here as well as the adjoining Clark Special Economic Zone.
The Clark Development Corporation, in a memo issued on September 16, has listed a lone accredited residual waste service provider to date in Prime Waste Solutions Pampanga Inc. (PWSPI), a company attached to utility firms of Filipino billionaire Enrique Razon.
Pampanga News Now obtained a copy of the memo signed by CDC President and CEO Agnes Devanadera.
PWSPI’s 50-hectare, P1-billion automated Material Waste Facility in Porac town was opened by DENR Secretary Maria Antonia Yulo-Loyzaga and Prime Infrastructure President and CEO Guillame Lucci in June this year. They were joined by Governor Dennis Pineda, Angeles City Mayor Carmelo “Pogi” Lazatin, among other national and local offcials.
“PWSPI and other applicants who will be accredited will commence commercial operation in Clark by October 06, 2024. All businesses requiring residual waste services must engage with this accredited provider until additional providers are certified and registered,” the memo stated.
CDC warned that “engaging non-accredited service providers for residual waste management is strictly prohibited.”
“Non-accredited service providers found operating without proper certification will be subjected to legal action and barred from operating in Clark Freeport Zone” it added.
Garbage collection has been of serious concern in Clark following the announcement on June 3 this year by CDC of its “inability to extend or renew the contract with Metro Clark Waste Management Corporation due to contractual limitations and planned development initiatives by the Bases Conversion and Development Authority (BCDA) for New Clark City.”
The MCWMC operates the Kalangitan Sanitary Landfill in Capas, Tarlac which has been the main garbage disposal firm for about 1,200 locators firms as well as various LGUs and companies in Pampanga, Tarlac, other parts of Central Luzon and Metro Manila. The firm has sued CDC and BCDA top officials as well as DENR Director Jacqueline Caancan before the Ombudsman for violation of RA 3019 (Anti Graft and Corrupt Practices Act) and RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees).
The memo also stated that “all businesses must ensure they are fully compliant with these guidelines and have engaged with the accredited service provider by October 6, 2024.”
