
FIRST DISTRICT, Pampanga – Pampanga First District Representative Carmelo “Pogi” Lazatin, Jr. is set to lobby ₱40 million to fund the rehabilitation of Rural Health Units (RHUs) in Mabalacat City and Magalang in 2026.
Under the project, four RHUs in Mabalacat City and two in Magalang will undergo repair and improvement, in accordance with the standards of the Department of Health (DOH).
This was discussed in a meeting with District Engineer Arnold Ocampo of the DPWH Pampanga 3rd District Engineering Office on August 16, 2025, facilitated by Lazatin’s Chief Adviser, IC Calaguas, and Chief Political Affairs Officer Reina Manuel.
Based on the Philippine Health Facility Development Plan (PHFDP) 2020-2040, the target ratio is to have one RHU or Health Center for every 20,000 people.
During his time as Angeles City Mayor, Lazatin led the rehabilitation and construction of health centers and sub-health centers in various barangays in the City. By the time Lazatin stepped down as City Mayor, there are 15 health centers in Angeles City, a ratio of one health center for every 30,000 people.
Other projects discussed during the meeting are Lazatin’s plans to lobby for ₱200 million to fund the construction of computer labs in 19 public high schools and ₱260 million pesos to fund the repair of 173 day care centers in the First District in 2026.
Each computer laboratory will be equipped with 50 computers – with five printers for every 10 computers; two air-conditioners; and one 55-inch smart TV.
Meanwhile, two HP air-conditioners and a smart TV – at least 55 inches in size – will be installed in each day care center.
As Angeles City Mayor, Lazatin also led the construction of 16 computer laboratories in various public high schools in Angeles City and the repair of day care centers, amounting to P5 Million.
Also present during the meeting with DPWH are Lazatin’s long-time staff – Mina Cabiles, Irish Llego, Michael Lising, Anneleen Antonio, Mary Jane Calimquim, Anne Salonga, and Sharmaine Gonzales.
