DA-BFAR inaugurates ₱32-M Marine Hatchery in Bataan

The Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) formally inaugurated and blessed the Legislated Multi-Species Marine Hatchery in Brgy. Quinawan, Bagac, Bataan.

The ₱32-million facility is expected to boost fish seed production, support aquaculture enterprises, and enhance marine resource sustainability in Bataan and neighboring provinces. The hatchery was established under Republic Act 11912, providing critical support for the aquaculture sector. Fully powered by solar energy, it ensures efficient and uninterrupted operations while reducing environmental impact.

The program commenced with a warm welcome message from Ron del Rosario, Vice Mayor of Bagac. BFAR Region 3 Director Wilfredo M. Cruz then delivered a message emphasizing the hatchery’s role in ensuring a stable supply of quality fingerlings for fisherfolk and hatchery operators.

BFAR National Director Elizer S. Salilig and Department of Agriculture Secretary Francisco Tiu–Laurel Jr., were represented by BFAR Assistant Director for Technical Services Isidro M. Velayo Jr. who also delivered the message on behalf of the Secretary. In his message, he highlighted the project’s alignment with the country’s food security initiatives.

Senator Cynthia Villar, represented by Atty. Rhaegee Tamana, Chief of Staff, sent a recorded message of support, recognizing the hatchery’s impact on local livelihoods and fisheries management.

Additional messages of support were given by Governor Enrique S. Garcia III, Vice Governor Ma. Cristina M. Garcia, 3rd District Representative Hon. Maria Angela S. Garcia, and Board Member Hon. Romano Del Rosario, affirming their dedication to sustaining the hatchery’s operations in the coming years.

The Head of BFAR’s Legislated Hatchery Program, Emmanuel Asis, then provided a brief background on the project, outlining its objectives and expected outcomes. The ceremony proceeded with the blessing of the facility, marking its official turnover for operation. The program then concluded with a closing message from Engr. Johanna Dizon, Provincial Agriculturist of Bataan.

Following its inauguration, BFAR 3 will oversee hatchery operations for two years in partnership with the Provincial and Municipal Agriculture Offices. During this period, BFAR will also provide intensive training for local personnel and gradually phase in the transition process to ensure smooth turnover. After this, management will transition to the Bataan provincial government through a Memorandum of Agreement (MOA).

Once operational, the hatchery will serve as a key hub for fish seed production, broodstock maintenance, and training programs for fisheries stakeholders, government personnel, and State Universities and Colleges (SUCs). The legislated hatchery stands on land donated by Sharemax Holdings.
