Deadline nears for P2.5-B New Clark City passive ICT infra bidding

The Bases Conversion and Development Authority (BCDA) has renewed its call for bids from parties interested in leading the commercialization of passive information and communications technology (ICT) infrastructure in New Clark City, highlighting this public- private partnership (PPP) as a key opportunity to power the smart and digital transformation of the rising metropolis.

The BCDA Prequalification Bids and Awards Committee (PBAC) reminds prospective joint venture (JV) partners to submit their proposals for the Php2.5 billion project on or before 16 February 2026 at 1:00 PM at the BCDA Corporate Office in Taguig City. The project involves the commercialization and, as necessary, the expansion, repair, and maintenance of passive ICT infrastructure in New Clark City.

“We invite interested parties to join us in this massive undertaking, which offers a unique opportunity to help shape New Clark City into a smart and digitally connected metropolis,” said Hedda Rulona, BCDA Senior Vice President for Investment and Financial Management and chairperson of the BCDA PBAC.

The JV selection process is being carried out in strict compliance with Republic Act No. 11966 or the PPP Code and its implementing rules and regulations. To ensure a fair, transparent, and competitive bidding process, the BCDA has also tapped the Asian Development Bank (ADB) as its transaction adviser for this endeavor.

The BCDA PBAC aims to conclude the bidding process and sign the JV agreement with the winning bidder by May this year.

With an estimated cost of Php 2.5 billion, the project will be implemented under the “Open Access Fiber” model to establish a robust fiber infrastructure and competitive market for ICT services for government agencies, enterprises, and residents in New Clark City.

This model will allow multiple data transmission providers (DTPs) to utilize the same physical network and split associated costs, enabling them to provide affordable, innovative and carrier-grade ICT services to third parties.

The Open Access Fiber model will also serve as a foundation for smart city development and e-government solutions in New Clark City. This will set the stage for the transformation of this 9,450-hectare greenfield development into the country’s first smart and future-ready metropolis.

“Through this project, we aim to provide fast, reliable, and affordable internet connectivity to all residents and businesses in New Clark City. This initiative will significantly boost the city’s competitiveness, attract high-value, and technology-driven industries, generate highly skilled jobs for Filipinos and ultimately, improve the overall quality of life,” BCDA President and Chief Executive Officer Joshua M. Bingcang said.

The project supports the Marcos administration’s socioeconomic agenda, particularly in advancing technology and innovation, upgrading infrastructure, and fostering inclusive and resilient economic growth.
