
The Department of Economy, Planning and Development (DEPDev) Regional Office 3, conducted a series of consultative meetings with the local government units (LGUs) of the seven provinces and two highly urbanized cities of the region to present the salient features of the draft Central Luzon Investment Program (CLIP) 2023-2028 Midterm Update.

The DEPDev 3 is the technical secretariat of the Central Luzon Regional Development Council (RDC III).


Local chief executives and officials of said LGUs graced the meetings convened in various dates and venues: 15 October 2025 (Angeles City), 16 October 2025 (Pampanga), 21 October 2025 (Tarlac), 24 October 2025 (Bataan), 27 October 2025 (Bulacan), 28 October 2025 (Nueva Ecija), 29 October 2025 (Zambales), 30 October 2025 (Olongapo City), and 6 November 2025 (Aurora).


During the consultations, the DEPDev 3 team apprised LGUs on the programs and projects (PAPs) proposed to be implemented by regional line agencies, state universities and colleges, government-owned and -controlled corporations, and other government instrumentalities for FY 2027-2028, with the intention to confirm the alignment of PAPs with local thrusts and priorities, and encourage the development of complementary initiatives.


Apart from the presentation of the CLIP, DEPDev 3 also discussed the goals and objectives of the Central Luzon Regional Physical Framework Plan 2020-2040 and the Central Luzon Regional Development Plan (CL-RDP) 2023-2028 Midterm Update during the meetings.


The local chief executives and/or their representatives thanked DEPDev 3 for initiating the consultative meetings with LGUs, which set a platform for a more inclusive process of identifying and developing interventions for their constituencies. They expressed their commitment to collaborate with DEPDev and national government agencies to ensure the complementation and implementation readiness of the proposed PAPs in their areas of jurisdiction.


The consultative meetings are part of the reforms that the RDC III and DEPDev 3 have rolled out to further strengthen stakeholder engagement in the development planning process, consistent with the thrust of the Local Government Code (RA No. 7160) and the Economy, Planning and Development Act (RA No. 12145).
The RDC III Full Council is set to review and approve the updated investment blueprint of the region in December 2025.
