
Recognizing Angeles City’s efforts in shaping a more sustainable and well-planned future for its communities, the Department of Human Settlements and Urban Development has approved the Comprehensive Land Use Plan (CLUP) 2021-2030 of Angeles City.
Mayor Carmelo “Pogi” Lazatin Jr., together with City Planning and Development Officer Engr. Nilda Quito, received a certificate of approval from DHSUD Secretary Jose Rizalino Acuzar during a simple ceremony held on February 13, 2025 in Diliman, Quezon City.

DHSUD Secretary Acuzar, during the ceremony, commended the dedication and commitment of the Angeles City Government.
The CLUP is an instrument for the local government unit to allocate available land resources to different sectors of its territory for different functions.
The approval of the CLUP is a significant milestone in advancing sustainable and resilient urban development across the country, according to Lazatin.
“This milestone reaffirms our commitment to responsible and forward-thinking city planning that prioritizes the well-being of every Angeleño,” Lazatin added.

The Angeles City’s CLUP is aligned with the PLANADO Program’s vision of creating greener, smarter, and more inclusive human settlements, which serves as crucial roadmaps for local development.
Angeles City’s strategic location at the crossroads of major transportation infrastructure in Central Luzon has made it a hub for urban and economic development in the region. This land use plan was created to guide and control future development.
