Mayor Jon creates Task Force on Abacan River Waterways Management

ANGELES CITY – Mayor Carmelo “Jon” Lazatin II has signed Executive Order No. 003, Series of 2025, establishing the Task Force on Abacan River Waterways Management to bolster environmental protection and urban safety.

The new initiative aims to address pressing concerns over water quality, road safety, and urban aesthetics along the Abacan River.

The EO references several national laws, including the Local Government Code of 1990, the Philippine Water Code, and the Clean Water Act of 2004. It also underscores the importance of maintaining public use zones along waterways, as mandated by the Civil Code, and adhering to urban development laws that prohibit structures in danger zones and obstructive activities on sidewalks and roads. The executive order establishes a Task Force composed of officials from various city departments, led by the City Engineer’s Office.

The team’s responsibilities include:
*Developing comprehensive plans for river clearance and rehabilitation
*Conducting regular clearing operations along the Abacan River and its diversion roads
*Establishing green belts along riverbanks to prevent erosion and promote ecological health
*Improving waste management practices among communities along the river.

After the EO’s signing, the city’s Environmental Management System (EMS) and the Angeles City Traffic and Development Office (ACTDO) have already initiated their respective clean-up and clearing activities along the Abacan River and its diversion roads. These efforts are set to become regular, ongoing operations aimed at mitigating risks, removing illegal structures, and beautifying the area.

The Task Force will submit monthly reports to the Mayor’s Office, ensuring transparency and accountability in achieving its goals. This initiative aligns with the city’s broader environmental and urban development strategies, exemplifying proactive governance in addressing urban environmental challenges.
