PamCham joins ARTA, PSU in launch of MPA-RMS

BACOLOR, Pampanga – The Pampanga Chamber of Commerce and Industry participated in the recent “Business and Academic Summit for Nation-Building” hosted by the Anti-Red Tape Authority (ARTA), in partnership with Pampanga State University (PSU), where the Master in Public Administration – Major in Regulatory Management Systems (MPA-RMS) program was launched.

A collaboration between ARTA, Clark Development Corp (CDC) and the PSU Graduate School, this first-of-its-kind academic program in the country and Southeast Asia is designed to equip public servants and professionals with the necessary tools for effective and innovative regulatory management, and focused on promoting efficient and transparent governance.

The MPA-RMS program is a systematic way to ensure that government policies are effective, efficient, and responsive to the needs of the public.

The event, held at the PSU Hostel, brought together representatives from various government agencies, government-owned and controlled corporations (GOCCs), water districts, state universities and colleges (SUCs), and the private sector. The summit’s primary goal was to advance regulatory reform in line with Republic Act No. 11032, also known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018.”

The implementation of the “Ease of Doing Business” initiative is crucial for attracting investors and boosting the nation’s economy.

In addition to the summit, ARTA recently launched its Electronic Complaint Management System (eCMS) nicknamed TALA through the eGov PH Super App, providing a digital platform for citizens to file complaints and concerns.

CDC was represented by its President Atty Agnes Devenadera, who pledged to support the program by sending CDC selected officers/employees to enrol in said masteral program.

Adding to the voices of support, Pampanga Chamber of Commerce and Industry, Inc. (PamCham) President Atty. Paul L. Yusi commended the initiative, emphasizing its role in strengthening governance, fostering transparency, and creating an environment where businesses and communities can thrive. He affirmed PamCham’s full support, noting that the program aligns with the Chamber’s mission of empowering communities and driving inclusive economic growth.

During his talk, Yusi further shared that ARTA should also consider working with DepEd to re-integrate basic and dedicated subjects on “Good Manners and Right Conduct (GMRC)” among elementary students to shape their minds towards being better citizens.

He added that the TALA complaint management system once utilized should have a link with the appropriate offices of the Civil Service Commission (CSC) and Ombudsman office for Special Investigation to ensure parallel corrective action is being undertaken to prevent power from being taken advantage of due to red tape and other perceived abusive practices.

Yusi concluded that the private sector, particularly PamCham, being the end-user and ultimate beneficiary of a good system of governance, can always be called upon to help build a better nation for the future to come.
