
LUBAO, Pampanga — The Pampanga Food Security (Rice) Complex, located in Barangay Sta. Catalina, Lubao, is scheduled to open within the year, further strengthening the province’s commitment to food security and agricultural development.


Governor Lilia “Nanay” Pineda, Vice Governor Dennis “Delta” Pineda, and Lubao Mayor Esmeralda Pineda led an inspection of the ongoing construction of the food complex, together with the Secretary of the Department of Agriculture Francisco Chiu on Tuesday, February 3, 2026.
The Provincial Government of Pampanga has allocated more than ₱270 million for the project, covering site development, road concreting, and the construction of the rice complex facilities.

In addition, the Department of
Agriculture provided ₱50 million to the provincial government for the procurement of machinery and equipment for the rice complex. As counterpart support, the Philippine Center for Postharvest Development and Mechanization (PhilMech) supplied two rice mills and five circulating dryers.
PhilMech also extended further assistance by providing additional equipment, including six tractors, four harvesters, and four precision seeders, which are expected to significantly benefit Pampanga farmers once the food security complex becomes fully operational.




At present, the installation of machinery and equipment at the facility is ongoing.
