PBBM: Economic Sabotage case to be filed against those behind ‘guni-guning’ flood control project in Baliwag

BALIWAG CITY — President Ferdinand R. Marcos Jr. will file economic sabotage charges against those behind the flood control project that has become a ‘guni-guni’ in Barangay Piel, Baliwag City, Bulacan.

That’s what the President said after touring this remote barangay. He himself confirmed that the ₱55-million dike project that was supposed to protect farms from floods, is all a ‘huni-guni’ as he mentioned in his previous State of the Nation Address.

“Falsification na ito dahil nagreport sila na completed, kitang kita naman na hindi completed. So immediately that’s falsification. So that’s already a big violation. For the big one, talagang ang thinking is very hard. Kailangan natin silang i-economic sabotage,” said Marcos.

Based on documents obtained by the Office of the President from the Department of Public Works and Highways, the project was declared ‘completed’ but nothing was done.

Marcos pointed out that not a single piece of steel or a single sack of cement was used in the project that never actually happened, but was paid for by the government.

The President further stated, “Wala. Puntahan ninyo, wala kayong makikita kahit na ano. Tuluy-tuloy ang pagbaha doon sa kabila. If all this projects are properly completed or implemented, ang laki nang nawala na problema sana sa atin at sa taong bayan at saka magiging maayos hanggang sa irrigation.”

The P55.7-million fund came from the 2025 National Budget which was supposed to be for the construction of a dike or flood mitigation structure and reinforced concrete river wall in Purok 4 of Barangay Piel.

Although the source of the funds is currently being investigated, Marcos assured that the said project will be implemented sensibly to save the residents and the farms on the border of Baliwag and San Luis, Pampanga from flooding.

The President’s urgent inspection of Baliwag occurred a few days after his surprise visit to Calumpit, where there is also an anti-flood project that was not completed but was also declared complete.

These surprise visits by Marcos are proof that his administration is serious about pursuing those who exploited public funds, and delivering quality infrastructure projects.
