
The Pampanga State Agricultural University has clinched the top spot in the Regional Annual Administrative and Tactical Inspection (RAATI) for School Year 2024–2025, emerging as the Regional Champion among all activated Philippine Army ROTC Units in Region III.
With an exceptional overall score of 99.52% and victories in 9 out of 11 categories, PSAU demonstrated excellence in both administrative and tactical components of ROTC training.
Leading the university’s delegation was University President Dr. Anita G. David, joined by Vice President for Academic Affairs Dr. Sylvia S. De Guzman, and Major Rogelio Isip, who brought further pride to PSAU by being recognized as the Best Battalion Commander in Region III. Their presence exemplified the strong institutional backing behind PSAU’s ROTC program and its mission to instill discipline, leadership, and civic responsibility.
The outstanding PSAU ROTC Unit was spearheaded by ROTC Coordinator Argel Matutino, whose strategic leadership was crucial to the team’s success. Supporting him were committed ROTC facilitators: Alvin Supan, AJ Aquino, and Mirelle Supan, whose collective dedication and training efforts prepared cadets for the intensive evaluation process.
The ceremonial awarding took place on July 28, 2025, at Camp General Servillano Aquino, San Miguel, Tarlac City, hosted by the 3rd Regional Community Defense Group, Reserve Command, Philippine Army (RESCOM, PA). PSAU’s remarkable performance stands as a testament to the values of excellence, teamwork, and public service upheld by its ROTC program.
This achievement reinforces PSAU’s commitment to not only academic advancement but also character formation and national service. It aligns with Sustainable Development Goal (SDG) 16: Peace, Justice, and Strong Institutions, as the university continues to empower youth through disciplined leadership training and civic-oriented education—fostering a generation of responsible citizens committed to nation-building and institutional integrity.
