
GUAGUA, Pampanga — Atty. Claire Lim, current President of the Liga ng mga Barangay in Pampanga and the current barangay chairman of Barangay Jose Abad Santos (Siran) in Guagua, has launched her bid for 2nd District Board Member with a clear platform focused on two priorities: one is strengthening education, promoting culture, and advancing the arts across the province and second, the continuous support to the barangays which she considers as her first political family.
Coming from a humble yet impactful political journey that began at the barangay level, Atty. Lim brings with her grassroots experience and a deep understanding of community needs.
“I started as a barangay captain, working directly with different sectors. I know the real challenges on the ground,” she said. “Now, as the Liga President, I’ve seen the bigger picture — and I’m ready to bring local voices to the Provincial Board be it related to barangay affairs or about education, culture and the arts. ”
Atty. Lim’s platform includes:
- Support for the individuals concerned, including capacity-building trainings and wellness programs;
- Pushing for the Establishment of More Integrated High Schools, especially in remote barangays, to reduce dropout rates and ensure that students don’t have to travel far to complete their basic education;
- Barangay-Based Culture and Arts Programs, for local music, dance, visual arts and of course culinary workshops and the likes;
- Preservation of Kapampangan Heritage, including support for local historians, writers, and cultural advocates;
- Establishment of Cultural and Creative Hubs in districts where youth can develop their talents and engage in positive, productive activities.
Atty. Lim also expressed her unwavering support for the programs of Governor Dennis Pineda and Vice Governor Lilia Pineda, emphasizing the need to continue and build upon the successful initiatives that have benefitted the people of Pampanga, particularly in education, health, and rural development. She believes in the importance of collaborating with the provincial leadership to ensure that every Kapampangan community thrives.
“I fully support the programs of Gov. Pineda and Vice Governor Lilia Pineda, especially those that uplift quality of services provided by the barangays, our youth and preserve our culture. As a Board Member, I will work hand in hand with the provincial leadership to ensure that the people’s needs are prioritized,” Lim said.
She emphasized that her experience as a barangay chairman shaped her values of malasakit, inclusion, and public service driven by empathy and action.
“Public service should always be about the people — from the smallest sitios to the biggest towns. My goal is to promote genuine public service , education accessible, culture visible, and the arts alive in every barangay,” Lim said.
She also pledged to strengthen collaboration between barangay councils, schools, cultural agencies, and the provincial government to ensure that no community is left behind.
