CAMP OLIVAS —  Brig. Gen. Matthew Baccay relinquished his post on Tuesday to Brig. Gen. Cesar R. Pasiwen in a change of command ceremony at the PRO3 PATROL Hall here, with Area Police Command-North Luzon Commander Maj. Gen. Felipe Natividad as  presiding officer.

The new Regional Director, who was previously assigned at PRO3 as the Regional Intelligence Unit 3 chief, was welcomed with arrival honors by the PRO3 PNP personnel.

Pasiwen is a member of PNPA Sandigan Class ’94 and was the Executive Officer of APC-North Luzon before replacing Baccay.

Meanwhile, Baccay was re-assigned to the Directorate for Personnel and Records Management in Camp Crame, Quezon City.

“I am elated to work with you, we shall align with the program thrust of our Chief PNP’s M+K+K=K  (Malasakit + Kaayusan + Kapayapaan =Kaunlaran.) We are in a generation where crime is committed physically and virtually,” he said.

He added: “Kailangan nating paigtingin ang ating crime prevention programs  para makasabay sa nagbabagong panahon despite the changing times, one thing remains unchanged the very basic that is Patrolling. Patrolling  is indispensable, ilalabas natin ang ating RMFB and PMFC to conduct foot, mobile and motorcycle patrol, they should be visible in the streets,” Pasiwen said.
