TIEZA showcases investment incentives, tourism opportunities in Pampanga roadshow

CITY OF SAN FERNANDO — The Tourism Infrastructure and Enterprise Zone Authority (TIEZA), through its Tourism Enterprise Zone Management Sector, successfully held the “TIEZA Investment Incentives & Opportunities for Tourism Enterprises – Pampanga Leg” on April 28, 2025, at Otel Pampanga.

This roadshow was held in partnership with the Department of Tourism – Region 3, the City of San Fernando, Pampanga Tourism Office, and the Pampanga Chamber of Commerce and Industry, Inc.

The event brought together tourism stakeholders, government officials, and investors to explore opportunities designed to boost regional economic growth through tourism.

The program opened with video messages from TIEZA COO Mark Lapid and Mayor Vilma B. Caluag, both emphasizing the role of tourism investments in regional development. Abigail David, City Investment Project Development Officer, also expressed San Fernando’s commitment to creating a business-friendly environment.

Setting the stage for the day’s discussions, DOT Region 3 Regional Director Richard G. Daenos presented an overview of Central Luzon’s thriving tourism investment landscape, highlighting Pampanga’s strategic location, rich cultural heritage, and robust infrastructure as key drivers for tourism growth.

Following this, Atty. Niño Ruperto F. Aquino, Manager of TIEZA’s TEZ Regulation Department, presented TIEZA’s role as an Investment Promotion Agency (IPA), detailing the benefits of investing in Tourism Enterprise Zones (TEZs), including fiscal incentives and government support.

Onilyn M. Molino, Senior Enterprise Services Specialist, further discussed the streamlined registration process and incentives available under the CREATE MORE Act, emphasizing TIEZA’s role in assisting businesses throughout the investment process.

Other highlights included:
• Zenaida R. Quinahan, Manager, Business Research and Development Division, on investment opportunities in TIEZA-managed assets.
• Financing presentations by Lizel S. Lapuz of the Development Bank of the Philippines (DBP) and Ricardo M. Perez of Small Business Corporation (SB Corp.), offering funding solutions for tourism enterprises and MSMEs.

Participants engaged in a networking lunch and one-on-one consultations with resource persons.

The event concluded with closing remarks from Marilou B. Garbes, Director and Corporate Secretary of the Pampanga Chamber of Commerce and Industry, who reaffirmed Pampanga’s commitment to becoming a prime destination for tourism investments.

The roadshow forms part of TIEZA’s ongoing efforts to promote sustainable tourism development and foster stronger public-private partnerships across the country.
